Implementations on Humanoid Rights
Due to the circumstances regarding the SCP Foundation's unveiling to the public regarding an incident in 2018, there has been an uproar of citizens all throughout the world that have demanded for the organization to act more "humanely" towards humanoid anomalies.
As a way to settle the public's uproar and mend the relationship, the governments and SCP Foundation have collectively agreed on mutliple policies regarding the treatment of anthropomorphic SCP items and other official jurisdictions. These policies will take into account multiple factors related to each anomalous individual and decide on what is necessary for their own wellbeing and dignity as a human being.
The "Rights Of Humanoid Wellbeing And Dignity" Act
The ROHWAD Act is a jurisdictional act that allows humanoid entities rights to education, a reliable social network and community, and will be accomodated necessary entertainment items. This act is currently being implemented across the west coast of USA, effective within Site-42 in the end of April, 2020.
All minors will be granted school curriculums and will be accomodated within suitable confinement. They should also be checked on by a professional psychiatrist at least twice each week. It is with this Act that humanoid anomalies are given medical treatment for any possible diseases and other necessary programs important for their health.
It has been noted that the SCP Foundation pertains amnestics, mind-affecting drugs that prove to be vital as a resource. However, the ROHWAD Act has prevented the usage of this amnestic against humanoid anomalies without asking for approval of respective site commands governing the facility housing the humanoid in question.
Exceptions to the ROHWAD Act
There are exceptions towards the ROHWAD Act; while there are SCP humanoids who are (mostly) physiologically human, there are instances where sapient humanoids are simply too dangerous to be granted rights, especially humanoids such as SCP-049.
Hostile humanoid anomalies (who do not possess the physiology of humans) will be considered exceptions to this Act and not be affected by the ROHWAD Act, nor receive any rights as listed before. Hostile humanoids (who do possess human physiology) who have committed previous felonies or broken federal laws will be protected by the ROHWAD Act, however, they will be subjected to more strict procedures and policies due to their criminal history and possible retribution for their crimes.
